The installation panel does not show the accelerator name

The name of the accelerator shows in the “upload, validate and apply” section and it is on the second page. It would be nice to see the accelerators name on the top of the panel.

Allow for blocklist for lsfproxyd to persist through reboots.

When lsfproxyd restarts, the block list is removed. If the block list was not dumped before or accidentally restarted the lsfproxyd daemon, blocked trouble users can cause problems in the cluster again.
