Support OpenSSL

Problem Statement Currently, GSKit is the only supported way of setting up TLS and cryptography in Db2 LUW. Because only IBM products rely on GSKit (as far as I know) it poses a higher barrier to entry when starting with Db2. While GSKit supports ...

We are developing Linux Application in C++ to connect to DB2 (z/OS and LUW) and using the CLI Driver. We have x86_64 & s390x binaries(.so) files available and those work great in production. We however have a containerized Dev environment and most developers are running MACs and having a hard time in the development workflow(specifically debugging since AMD64 containers on MAC with emulator have issues in debugging due to internal security restrictions). ARM64/Linux Binaries(.so) is what we would need preferably built on RHEL9.

For Development workflow - it will be hugely beneficial to bring down dev and debug timeframe. ARM64/Linux Binaries(.so) is what we would need preferably built on RHEL9.
