Restful API call needs to support array data types

Currently the RESTFUL API Db2 service does not support array data types as part of the call statement.

Eliminate IN list limitation of 32767.

Our organization has a major customer that has run up against this limitation. They have migrated from DB2 LUW and they did not have this limitation. They have IN lists that exceed 100k at times.
