Ability to edit Tooltips more easily (Dashboards and Reports)

Would like the ability to more easily edit tooltips in reporting and dashboarding. Currently you can add HTML items and javascript to add more to tooltips, however it would be nice if this was an out of the box feature.

Name of relative times in the Query using dynamic cubes

When using the relative times from a dynamic cube, the name of the period doesn't change in the query. The report show the right period when running the report, but it shows the period from the time of the report building date.

"Modification date and time" changes every time a report is just run and not saved

In Cognos 11.0.7 Environments , the "Modification date and time" changes every time a report is just run and not saved. Ideally the date and time should change only after some modifications to the report are done and save button is clicked
