Allow FAP to pass Journal Header info over from Controller to Planning Analytics

In order to allow the Finance Planning and Analysis team to have a better view on Journal information in Planning Analytics, it would be best to allow FAP to pass the Journal's header information over from Controller to PA.

Cells locked for data entry in the form's Excel layout (standard form), should be locked also in CCR Web

In some standard forms it's necessary to lock a cell for data entry by using "Cell specification" within the Excel layout. It's an issue that this locking is not supported in Controller Web.
