Add command to move data from a chunk to remove it

Add a command , at onspaces or sql task() , to force free a chunk, moving the data to another chunks with available space at same dbspace.With that will allow to exclude the cleared chunk from the dbspace.

Allow External Backup on HDR Secondary

It should be possible to run external backups on HDR Secondary (beneath unbar/ontape backups). Probably the necessary enhancement is just to implement onmode -c block/unblock on HDR secondaries (update reserved pages).

Allow triggers install/updates without taking an outage for the box

Currently to install new triggers on a table or update triggers on a table requires outage for the box which impacts our end user customer. Our operations are 24X7X365 and don't have any outage window to work with.
