Performance penalty in LOAD when using large bufferpool

LOAD RESETDICTIONARYONLY and other LOADs take very long, if table resides in large buffer.The limitation also applies to LOAD on row based tables, but bufferpools on BLU systems tend to be much larger.

Support for old system date

Db2 v11.1 can't start when system date is old(ex.2013/06/18).The error message is that the license has expierd. Even if Db2 is evaluation version.
