Need vcore-seconds and memory-seconds metric from Spectrum Conductor

The 'Vcore Secs' and 'Mem Secs' are the time for which application has used the core and memory in a given run of a job. Currently these numbers are not available in Spectrum.

Add custom loss function support in WML

Today when you train a deep learning model using a custom loss function, you cannot deploy it in WML. Custom loss functions are very important when you are dealing with unusual specific cases.

Read/Write files on ICOS (IaaS) from/to WML model builder

Currently WML (Watson Machine Learning) model builder allows to read/write files on ICOS (PaaS) but not with ICOS (IaaS). Some data required to be stored on private storage and therefore data to be trained/retrained also on ICOS IaaS.
