Ability to track changes in the permission groups/roles in the Cognos namespace

The internal audit department requires that changes to the groups or roles of the cognos namespace by administrators must be traceable. At least in a log that could be sent to a log server (is currently not logged according to the support).

Add configuration setting to stop saving the descriptor file when a report is saved to the file system
