lsfproxyd - Persistent blocking rules

LSFProxyd is a new solution to help scheduler handle queries effectively. This RFE is to enable persistent blocksing rules for heavy query hitters. Same has been discussed with John Welch in a separate discussion.

First of all please include Log Analysis for red hat in your Product pick list. Second, I have successfully implemented role-based access control (RBAC) for Log Analysis. The development team sent me instructions. I would like to see this RBAC in a future release

We operate in a multi-tenant environment. Users do not want to see (or in some cases not permitted to see) events unrelated to their roles. IBM developers have come up with an ingenious way to implement RBAC for Log Analysis.
