Capability to control the api key functionality

We need to create an API key so that an Administrator can restrict access to the api key functionality under the personal menu. This will allow Administrators of the system to control access to this functionality.

When Cognos Analytics queries Snowflake (Database Vendor: https://snowflake.com), the data returned when a TIME datatype is used in the query should be exactly the same as the data stored at rest within a given table on Snowflake, without any conversion based on the difference in hours between UTC and how time is configured on the Operating System where the dispatcher is installed.

This would benefit any IBM Cognos customer who is using Snowflake as a data source and expecting data to not be modified in flight regardless of where the Cognos dispatchers are located in the World's 24 regional time zones.
