allow LSF administrators to extend max run time of queued and running jobs past the queue wallclock limit

See PMR 12578,L6Q,000. Cluster administrators should be able to extend the running time of jobs that were submitted to a queue with a walllclock limit. Currently there is no way to prevent a job from getting killed by queue wallclock limits.
