Allow MAX_PDQPRIORITY to be configurable per user.

We want to Informix to be able to use PDQ but we would not want 3rd party logins to be able to use PDQ and impact processing. The existing onconfig parmeter should be a default is it is not defined for the user.

. When the vp-cache grows to gigabytes we need to see why it is growing. Currently shared memory dumps have to be sent to HCL for analysis. Propose 'onstat -g vpcache detail' to show what the vpcache on each cpu vp is being used for e.g. smx buffers.
