Do not break shortcuts when renaming a folder name

The objects are indexed using their search paths, so if the search path breaks when a folder or object in the path changes, then the shortcut link will break.

LCM times out or crashes after unspecified amount of time

my team has noticied with 11.07 LCM install and 11.0.10 that after an undetermined amount of time that the LCM component will time out or crash this needing to have its service restarted. Ticket: TS000999719 was opened for this for review.
