Set user limit for app in lsb.application like USERS field for queues in lsb.queues

It would be useful to set a list of users that can use APPS defined in lsb.applications like USERS filed il queues definition in lsb.queues.

Add those 'HOSTS:' column for Queues, Pools, and Host Groups as defined in the lsb.* files

RTM does a good job normalizing the display of hosts in each of these categories, but having the raw value, as entered by the administrator is also very useful for operations. Currently, these values are not collected.

Enhance bmod to not allow modifying a jobs memory reservation to not exceed the total additional reservable memory on the host if the job is running

Increase MAX_JOBID in PE environment - 4194303 too low

When using PE in LSF the maximum job ID is 4194303.We have already cycled through the range in 12 months and we'll likely do it twice this year.Having jobs with duplicate IDs causes a lot of problems with things like job accounting.
