Add control in Controller around adding forms to a form set

It is currently possible to assign a form to a form set without any control. In some cases that form may get associated with two submissions that are assigned to one actuality and Period.

I cannot see that intercompany account templates (defined in the rich client) are applied when opening a form in Controller Web. All counterparts are visible.
