Support for Platform RTM 9.1.3 with PHP 5.5

For 1:N Service-to-Slot ratio, the memory limit in cgroups should double up approx. based on the no. of slots provided. So a process memory limit can dynamically expand based on the no. of slots given and the S-to-S ratio.
