Support for SVM for WML (Model Builder)

There are some algorithms available for WML though, SVM is not available.

Read/Write files on ICOS (IaaS) from/to WML model builder

Currently WML (Watson Machine Learning) model builder allows to read/write files on ICOS (PaaS) but not with ICOS (IaaS). Some data required to be stored on private storage and therefore data to be trained/retrained also on ICOS IaaS.

please provide option to deploy R notebook as a REST service or API to external world from DSX notebook console only, currently we have two option to deploy as gist and github but provide another option to deploy as a rest service from DSX.

wml api to support statsmodel

the only current model lib support is scikit-learn. statsmodel has more models that are not supported by scikit-learn. http://www.statsmodels.org/stable/index.html
