[RFE][CS] - Recursive workload support for MDS

Purger takes 7 hours to clean task_attributes table

It takes as long as 8 hours to clean task_attributes table with 14 days data, around 22M records. Please either add primary key or drop/truncate partition instead of deleting rows which is an expensive operation.
