Support settings for DEX oidc upstream connector in dashboard

Setting up ADDI/DEX with oidc as upstream connector instead of ldap to support smartcard logon thru external provider is working as excpected.

But configuration needs to be done directly in the dex.conf file instead of the dashboard. This means that everytime some configuration is change in the dashboard that affects DEX, the config is overwritten and the file needs to be updated manually.

Adding options to configure oidc in the dashboard as connector would greatly simplify managing logon to ADDI, probably for many custumers who wish to move to MFA. At least add a option not to update the connector in dashboard for DEX would be an improvement so the file could be managed separately.
