Provide whitelist of public IPs for public services

IBM Cloud does not provide any kind of whitelist for public-facing services. This prevents security-conscious people from hardening their firewalls by restricting outbound traffic to those whitelist IPs. I'm running into this issue now, where my server cannot properly whitelist the IP of a Watson Speech to Text service, because the public facing IPs change constantly.

EVERY OTHER CLOUD PROVIDER I have worked with provides this kind of whitelist for this purpose. Here, have a look at all the ones I'm currently using, pulled from a script I use for this purpose:

I really hope you guys fix this, I probably won't use your service because of this current limitation.
