Enable official hourly table‑level read/write usage reports in Astra DB.

Hourly table‑level reporting would provide customers with detailed visibility into database usage patterns, query performance, and cost drivers. This granularity is essential for identifying inefficient queries, optimizing resource utilization, and planning capacity effectively. Why is it useful? It allows teams to monitor database health in near real‑time, perform accurate performance tuning, and proactively address potential issues before they escalate. Who would benefit? All Astra DB customers (like MAERSK), especially those running production workloads at scale, where daily aggregates are insufficient to capture spikes or anomalies. How should it work? Customers should be able to access hourly read/write metrics either through the Astra Portal, DevOps API, or Metrics API, with the ability to export or integrate the data into their own monitoring/reporting systems.
