Per Case TS006539359 we found out that the BATCHMODE ON/OFF entry found in:
Maintain > Configuration > General > Server Preferences tab
oddly controls scheduling of both consolidation run timing and whether you can schedule a database optimization in advance.
With BATCHMODE set to ON, you can schedule advanced database optimizations but cannot run a consolidation on demand. With BATCHMODE set to OFF you can run an on demand consolidation but you actually lose the ability to schedule a database optimization entirely.
This creates a struggle for accounting because our accounting power users want to schedule database optimizations during off hours but our regular users want to be able to run consolidations on demand...
The pain point is that when consolidations are run in a batch, they lose the ability to see when the batch completes via the dialog window they typically get with BATCHMODE set to OFF. They currently do not have the permissions to view batch queue history but I guess that's beside the point. I feel like we should have the ability to leverage both these features, not one or the other.

BATCHMODE "OFF" is not s recommended configuration for a live system. We recommend batchmode is on.
