Configuration to prevent company journals from being entered in anything other than local currency

Add to Cognos Controller a configuration setting to prevent users from entering company journals in anything other than local currency.

    This is a problem at a big customer. The subsidiaries sometimes adjust figures directly in group currency, leading to journal types with entries mixed in local and group currency. This causes errors in the currency translation, leading to wrong figures. And there is no user report where it is possible to see what journals are entered in local currency resp. group currency, so the normal consolidation department is quite lost here in finding the errors.

    Please add the possibility to either lock entry to local currency only (similar to data entry reported values in general configuration) or even better - a mark per journal type (under define journal types) if it is entered in LC only, or can be entered in group currency (even if currency code would be safer than group currency type).
