provide Index status between CCR database and FAP to enable customer to decide if we need to reset the data publish

Currently there are many instances where the data is not fully published, especially when the new structures are published in controller, this leads to data consistency problem in report. So the users does not know when to reset the trickle publish and restart the data publish. Currently we are checking based on the status codes but still there are some problem relying on the codes as we need to understand the background of each code, which makes it difficult to make a decision. If IBM provides this feature as a part of FAP interface itself, it makes the whole process more comprehensive.
