I need this feature too. It's not a TOC page. It's a PDF's TOC. A button called "Contents", that can be accessed anytime while navigating in PDF's pages.

Cognos is so close in that it already allows bookmarks to be created. If only they were linked properly to the navigation pane it would be perfect for me. I have already raised this with IBM support and they said currently it is not possible in Cognos.
Bookmarks is available in Cognos reports running in HTML and PDF formats. Please see documentation here:
