View another user dashboard without the edit option

I made a dashboard for a cognos consumer. I delivered it, the consumer when open it sees the edit/preview icon.

I want the consumer to just open the dashboard, filtering the data and use the various drill down without has the ability to edit or save my dashboard.

I found the following at the IBM Support

but if I apply it , then the consumer cannot be able to create his new dashboard, through New -> Dashboard.

I also made a case at the ibm support , an ibm employee suggest it. Case number TS003454926

    This is also required at my company. Furthermore, when an author has access to create dashboards and Reporting he/she can use the tools interchangeably with either source. We need the ability to restrict Dashboarding to specific packages/data modules and the same for Reporting. If a Dashboard user tries to build dashboard based on a operational reporting package, the performance is painfully slow....too many rows in data. Users complain about a poor performing product because its they access the wrong source.

    This is a much needed feature. I am surprised others are not 'demanding' this be added if possible in the nex t release.
