IBM Employees should enter Ideas at https://ideas.ibm.com
This behavior is due to the fact there isn't enough screen size to display the tooltip in 2 lines. There is no way for tooltips to go over the screen size.
A possible solution is no be able to adjust tooltip font size which is a valid feature request.
