They will need to be licensed based on the access they have.
If they should not have access to the system you can ensure this setting is enabled https://www.ibm.com/support/knowledgecenter/SSEP7J_11.1.0/com.ibm.swg.ba.cognos.inst_cr_winux.doc/t_restrictuseraccesstothecognosnamespace.html and ensure on users that should have access to Cognos are placed in groups are roles that belong to Cognos

Thks for your update.
We can know for which users will be required a license fee but which one ?
There is no ability to check the user's potential license mapping and so it can't be a tool facilitating compliancy
Users that are added to groups and roles but have not logged into the system are available when the licene report is exported.
These users are displayed with a licence count of -1
