Dashboard - Ability to Modify or Hide the Standard Templates

When you go to create a Dashboard you are presented with a blank template. It has no header/footer on it. As a government agency we need to have specific headers and footers for compliance reasons. You can use the Text Widget to create labels to act as header/footers but there is no way to prevent a user from changing it. You can save it as a template but but the user has the ability to change which template they use, or to create a new template. Also, if they do use the desired template, they still have the ability to modify/delete the required markings on the new dashboard, even though this dashboard was created from the desired template. There is presently no ability to customize the canned Dashboard templates or hide them and allow users only to pick from customized templates with specific markings ( that cannot be edited/removed).
