allow cognos to burst a report with different email address without the need of an active user account

congos admin and internal security team would prefer not to have to use and active service account user to schedule a report for bursting, rather use an alternate email address that is set in cognos configuration if possible.

pain piont of concern is for the user account of interest, needs to stay active for the assoicated mailbox. my security team is stating the user account should not need to stay active for the mailbox to send/receive email. the active account status is only currently required for the cognos application to send emails as behalf of the user.
