Add/Extend CA REST API endpoint to retrieve groups/roles/capabilities for a specified user

In the current state, there is no endpoint within the Cognos REST API that allows an administrator to query another user's groups/roles/capabilities.

Having this available would be extremely useful as we will have the ability to speed up our support procedures by being able to look up the user's permissions prior to engaging with the user so that perimission issues can be identified faster. In the current state, this requires us to contact the user and have them show their "My Preferences" option in the portal to see their groups/roles/capabilities.
