Today if a user navigates Cognos and runs a report using safari on an iPad, behavior is as expected, you can pinch to zoom and pan left to right, or scroll top to bottom and see the entire report. The same behavior on an iPhone is a different experience, when panning or scrolling you cannot reach the end of the report and the data is cut off, safari thinks the report ends before it actually does and this prevents iPhone users from accessing the full report. The majority of our users that make up our use case have iPhones and it doesn't make business sense to buy a bunch of iPads to replace their iPhones to get the desired result. Currently we use a workaround where we manually zoom in safari down to the lowest zoom level, then pinch to zoom back in to legibility, at that point the scrolling and panning works correctly.
