I just voted for this idea but here's my point of view.
The person doesn't specify the technical way to achieve this enhancement which is to feed screen tips property with a value from a field from a table.
If the table is described / inserted in the data module, it seems "normal".
In my ideas, it could be :
with Oracle the fact to call ALL_COL_COMMENTS (table, column, comment) ?
with an equivalent dictionnary tips table with a minimum of 2/3 cols : field for filter (value could be same name as the column candidate for screen tip), screen tip text, and why not table name, functional domain...). Then, as different screen tips would be fed with this technique, it would be usefull to be able to select a field (screen tip text) and also another field in order to filter the "good screen tip".
or a link/sql instruction to a dictionnary table, assuming the equivalent of Oracle management.

I like this idea - but can you help me make sure I understand what you're asking for - would you simply want to write an expression that would take data from another column in a table within the same data module (assuming it had been added from the DB to the data module)?
(I'm assuming you are talking about the data module item properties screen tips as described here: https://www.ibm.com/docs/en/cognos-analytics/11.2.0?topic=metadata-object-properties)
