Option to completely restrict report output to save to a report

Cognos analytics has option to restrict report output and history for any report which can be configured from report properties advanced options for Report output versions. From this option we can only restrict output versions to be saved to minimum 1 and not completely ZERO. If we set option to '0', then cognos is treating as unlimited and saving any number of report output versions.

Problem: We have few reports which are accessible globally across all clients (~10K +)with execute only permission and we are maintaining data level restrictions from database layer so that client A will see only data belongs to Client A in the reports.

There is an incident happened recently which ended up as security breach. One of the application admins, accidentally saved the report output directly to one of these globally accessible report for data belongs to client 'B' and all other clients were able to access the report output. Fortunately we were notified immediately by one the client 'X' and deleted report output.

To avoid this incident occurring in future accidentally, We have tried to change report properties by changing the report output versions from 1(Default) to 0 and noticed that, 0 is allowing unlimited report output versions. Could Logic be modified, if '0' is entered for report output versions for occurrences, NO report outputs to be saved to report?

As this option has global impact mostly in business where data level security plays a crucial role which results in severe petalites and implications and these can be avoided if this has been implemented. This can be helpful for many other clients and not only limited to us.
