Removing or avoiding large xqe_FileBasedPersistedResultSet temp file when report cancellation was unsuccessful

When Cognos report cancel unsuccessful.

The following error appeared in cogaudit log: XQE-CON-0007 XQE error encountered: The cancel request was unsuccessful.

xqe_FileBasedPersistedResultSet_XXXXXXXXXXXXXXX.tmp file continue to grow. It had grown to 270 GB and it can only be deleted after shutting down Cognos services.

Current workaround: cloudops team had to monitor server tmp file. create a procedure to shut down cognos services in order to delete the xqe large tmp file.

Idea: create a way to clear xqe_FileBasedPersistedResultSet_XXXXXXXXXXXXXXX.tmp file without restarting Cognos services or avoid it to be generated for unsuccessful report cancellation.
