Licenses report incorrect despite the execution of a consistency check

Issue:

When we invite a user to PA, the user ends up in the PANS namespace.

When the user is removed from PA, the user is still defined in Cognos namespace and is not removed.

Expected Result:

User is removed from PANS namespace and any entry in the Cognos namespace referencing that entry should be invalid

Actual Result:

User is removed from PANS but still exists in Cognos Namespace. Unable to determine which users are valid in the Cognos namespace.

    Hi, I"m the PM for this feature. Please reach out to me directly if you wish to discuss this further. You have tha ability to delete the users profile through Manage. The consistency check is doing what it can do. We cannot arbitrairly remove users just because they haven't logged in in a while. so, what we can look at is other ways for the Administrator to determine when a user should be removed even though they still exist in the corporate directory. greg.mcdonald@ca.ibm.com.     Same issue for Cognos Analytics on-prem.

    Consistency check only removes users no longer in AD; users that are still in AD that no longer have access to the portal are still reported. Because of this the license report is just half a solution.
