I took another look at it and the reason I missed it was that the option is the very last option in the properties menu (located under Miscellaneous below the Classes option).
Hopefully, this helps others who may have missed it as I did!
You need to make sure you select the Hyperlink object in order to see the "Open in new window" property. You can select the Hyperlink object from "Page structure" view or you can unlock the page objects, select the link in your list (note that you will have actually selected a "Text item"), then use "Select ancestor" to select the parent "Hyperlink" object. Then you will see the mentioned property.
Thanks, Rachel for the response. Can you confirm which version this was added to? I checked 11.1.7 and our new 11.2.4 FP2 version & I don't see the option you mentioned
This functionality already exist as a property on hyperlink. The property is called 'Open in new window'.
