Enable routing of dashboards based on data modules, the same way as reports do

When responsible for a large multi-server installation consisting of multiple dispatchers, the Cognos Analytics administrator wants control of which servers are being used for processing requests. Currently, routing rules based on data tags can be set to packages (frameworks, cubes) and to data modules as well. This works fine and helps in maintaining control.

However, dashboards based on data modules are currently not routed as expected, whereas reports based on data modules are routed as expected. Dashboards based on routed data modules ignore the set routing rule and instead follow the catch all rule to "Any data tag" (if present).

Cognos Analytics would be more consistent if dashboards based on routed data modules were treated the same as reports based on routed data modules.
