Enable the possibilities to a Cognos Expert to add new Vendor Specific Function entry for not supported database (eg. Redshift)

The purpose of Cognos is to allow each user not to know the language of the Database used, lacking the list of functions into the Expression Definition for some databases, the goal of the product fails. users are not helped to understand what are the functions of the database . Product experts should be able to create new function lists based on the database used, basically by duplicating and modifying the files under the install_location\configuration\functions directory (such as the following files for Oracle OracleStrings_xx.xml, OracleTree.xml and FileList.xml)
