Include Null Filter Works Strangely

I have a report with two columns in a list: Period Year and Month and Charges. At the top of the list is correctly a row for which the timeframe is empty (because the period has not been close yet for those entries). When I add a filter to the report, though (e.g. to remove certain timeframes), this top row disappears. Adding a filter to include null doesn't work. I instead have create a combined filter that includes (null or whitespace or empty) or (excludes whatever period) or (includes all other periods). This is counterintuitive, and I would expect that simply adding an include null filter would have the same effect.
