Improve the custom banner feature

Consider this scenario...

There is a problem with the daily loads or I have developed a cool new report and I want to notify all cognos users of this. The Cognos banner might be a great way to do just that...

But my Cognos environment is managed & operated by a service provider company and I don't have the necessary System Administrator role to enter such message. I'd have to raise some service request to set such message and by the time the message is set, the problem might be solved and have to raise another service request to remove it again.


Wouldn't it be nice if I (and some colleagues with a specific role or capability) would be able to set these messages without need for a System Administration role that would allow me to change the entire system.
