Configurable "smarts"

Currently "smarts" is not configurable by the Cognos admin. We have an issue with 100% CPU utilization over a longer period of time (~ 20 min.) after creating a data module. There were extensive "smarts" actions which utilized all CPU cores by 100%. Our users couldn't work within this time period, the system is extremly slow.

We currently don't need the functions enabled by "smarts" like the assistant or visualization recommendation.

Our idea is that an admin is able to configure "smarts" and reduce them to a tolerable CPU utilization. Configuration could be per use case, for example enable/disable only necessary "smarts" actions for the assistant or the visualization recommendation.

This is also a future recommendation because "smarts" will increase rather than decrease and users should remain able to work with the system.
