When a direct user access has been granted on a report and the user access has been taken away on other reports/folders

During the support from IBM on the issue of Cognos permissions (IBM Support Case TS015507478), we found out that after a direct user access has been granted on a report, and the user access has been taken away on other reports/folders, this customization will have to be repeated anytime a new group is added to the folder and the "Apply to all children" was applied. This will re-instate all the folders/reports that the user has been excluded from.

We would like to see a less maintenance task for the Admin performing direct user permission on report. Especially when the user is limited to only seeing certain report/folder.
