Hide/show/enable/disable dashboard filter bar based on custom role/group or setting

We have a scenario where the dashboard author would like end users to interact with the dashboard but not allow them to change any filters in the filters bar so that the user experience is consistent.


This is helpful in a scenario where if the author provides a dashboard to end-users with personal information, the author would like the user to see their own information but not allow the end-user to modify any filters that would change the user experience and/or view other people's information by changing the filters in the top filter-bar.


I have been able to disable the 'Edit' functionality by placing end-users in a Read-Only user group, however the user is still able to click the filters bar and change the filters.


Currently with the latest release of Cognos there is a way to hide the filter icons from each dashboard visualisation, it would be great if this feature was also extended to the 'All tabs/this tab' area aswell so as to not allow the user to modify these filters.
