Why is it useful?
In busy production environments when users have ability to create custom adhoc reports based on Cognos packages, there's a possibility that a report with missing filter condition could create huge temp files and fill up the disk where temp directory is configured under. These files grow to the extent they fill the disk 100% impacting the service and also other tuned reports running on specific dispatcher at the time. Having an option to limit the size of files under temp directory, or total size of the temp directory itself, will be great protection against these undesired system outage issues and also improve overall system health and availability metrics.

Business and system administrators.
How should it work?
Based on the available disk on the servers and threshold settings for system resource monitors, administrations should be able to define how big temp directory can grow. If a badly written report creates a huge file, setting should come in play and fail the report that's causing the disk size spike.
