Add theming options for the new OpenMenu bar

The Open Menu bar is replacing the Navigation Bar in Cognos Analytics 12.0.x. It's actually just a naming difference more than anything else. They both are the effective left bar in the user portal that contain links to your My Folders, Public Folders and Admin tools. The name difference is caused mainly by IBM Cognos who have redesigned this sidebar as of v12.0.x, and probably to make that easier to implement have decided to give the new sidebar layout and content a new name.

Problem is, the company theme was able to be applied to the old NavBar (background, foregrond colours) but the new OpenMenu has no such options.

It's rather unfortunate that we need to request this via IBM Ideas, but here goes.

IBM, please add colour theming to the new bar as well.
