Read-Only Administration Role

When troubleshooting an issue it is often required to access the System Administration functions to see current activities, system status or to check configuration setting such as routing rules. However, as a System Administrator can also update settings or stop/start dispatcher services, this access is restricted in production environments. We would like a role that would allow read-only access to the System Administrator functions but not allow update of configuration settings.
