Add support for custom URLs to Cognos Analytics dashboards including multilingual and accessibility parameters

We wish to have full support for custom URLs with all optional parameters extended to include Cognos Analytics dashboards. This should include support for multilingual parameters contentLocale and productLocale, as well as accessibility features parameter a11y.


This functionality is available in reporting, we wish to see the same functionality work with dashboards.


All Government of Canada content is required to be made available in both official languages and be accessible. Adding full support for custom URL to dashboards would enable bilingual and accessibility support when embedding Cognos Analytics dashboards in external web portals such as the IBM Analytics Content Hub/Digital Hive.
