Show the borders for the maps regions in 11.1 Visualization

See this idea on ideas.ibm.com

User was using old legacy map manager maps where it cleary shows the borders for the map regions . Now client converted to use 11.1 new map visualization where we are using shape file which has NYC Precincts with borders , we used in mapbox to create tile set id when I see in MAPBOX it shows borders , but when I use in cognos it is not projecting dark precise borders for the regions to show the difference between regions. If I hover my mouse in html format it is showing but user wants to highlight the borders for map regions while using PDF format.

Attaching both mapbox map which shows borders and after importing to cognos 11.1 map visualization borders not showing up.
